We are seeking a Small Business Liaison Officer (SBLO). This position can be located at our facility in Sacramento, CA, Canoga Park, CA,  Redmond, WA, or Huntsville, AL.


The Small Business Liaison Officer (SBLO) will work closely with Procurement Compliance, Program Managers, and Contracts/Subcontracts (Procurement Buyers) Administrators to develop and enhance Aerojet Rocketdyne’s Small Business Program. The individual will lead outreach to small businesses and liaison between programs and potential small business subcontractors, as well as support development and reporting of Small Business Subcontracting Plans.  Experience with and an understanding of the Federal Acquisition Regulation (FAR) for Small Business Programs is desired.

Essential Job Functions (Including % of Time for Each)

Work is performed under general supervision and handles professional assignments requiring general use and application of supply chain concepts, practices, and techniques.


65% - Oversee and Support Aerojet Rocketdyne Small Business Programs which includes the following:

  • Coordinate individual subcontracting plan goals prior to submission and ensure that the goals are communicated to appropriate personnel.
  • Review and approve subcontracting plans from second tier subcontractors.
  • Ensure completion of semi-annual Individual Subcontract Reports and Summary Subcontract Reports.
  • Review overall program performance on a monthly basis and provide program results to the Procurement department and upper management.
  • Develop supplier lists, maintain the supplier database, and assist buyers in locating and developing new small business sources.
  • Provide assistance to Small Business concerns regarding subcontracting opportunities with Aerojet Rocketdyne.

20% - Small Business Program Governance:

  • Develop command media for administering the Aerojet Rocketdyne Enterprise Small Business Program.
  • Assist buying and other personnel in matters relating to the requirements and objectives of the Aerojet Rocketdyne Enterprise Small Business Program.
  • Conduct training for procurement personnel on the Small Business Program; ensure that the goals are communicated to appropriate personnel.

10% - Participate in procurement conferences, and pursue networking opportunities.


5% - Other duties as assigned relating to Supply Chain practices.


Requires a Bachelor's degree in an appropriate discipline and three (3) years of directly related experience, or an equivalent combination of education and experience.


US Citizenship required. Must also be able to satisfy federal government requirements for access to government information, and having dual citizenship may preclude you from being able to meet this requirement.


Additional Requirements and Preferred Qualifications:

  • Knowledge of FAR, DFARS and other Federal Government Contracting Regulations desired.
  • Knowledge of automated procurement systems and processes required.
  • Experience with use of Microsoft Office Suite.
  • Must possess a high level of understanding in all relative business matters and have the ability to effectively interact with all levels of management internal to the company and external to suppliers and customers alike.
  • Must have excellent written and verbal communication skills, and be able to adapt to changing work efforts and manage shifting priorities
  • Must be organized, detail oriented and demonstrate strong time management skills and be able to coordinate and prioritize multiple projects in a fast paced environment.
  • Contract or Subcontract Administration experience is a plus.
  • Requires 10% occasional travel to conferences / training.



Work Environment/Physical Requirements:

Employees in these positions must possess mobility to work in a standard office setting and to use standard office equipment, including a computer; stamina to sit and to maintain attention to detail despite interruptions; may occasionally lift/carry/push/pull up to 15 pounds; may require minimal walking, climbing, stooping, crouching, and/or bending; and vision to read printed materials and a computer screen, and hearing and speech to communicate in person and over the telephone. May require the ability to travel by air or auto. May require the use of personal protective equipment such as safety glasses, safety shoes, and shop coat. These positions may be expected to work varying shifts and hours to ensure successful operation of activities in the organization.
