We are currently seeking an Analyst - Procurement Analytics to join our Supply Chain team in Sacramento, CA.



This current opening may be filled at this level as posted or at one level higher.

Essential Job Functions (Including % of Time for Each)

Under general supervision:

 60% - The successful individual will develop procurement intelligence (using a wide range of data sources) through business analysis, cost modelling, reporting, and performance analysis to facilitate supply chain management decisions, support performance improvement, and enable both supply chain management and internal stakeholders to meet business needs and expectations. This includes but is not necessarily limited to:

  • Collecting, analyzing, and rendering supplier data into useful/actionable information using Oracle Business Intelligence Enterprise Edition (OBIEE) or via supplier databases and other sources
  • Identifying and using the most appropriate analytical tools, techniques and systems to analyze and interpret a wide range of supplier and organizational information and develop reports, forecasts to inform and support procurement planning and decision-making
  • Creating customized OBIEE reports and download to MS Excel for further data analysis
  • Continually build knowledge of indirect procurement and the business to enhance accurate, data-driven analytics provided to supply chain management decision-makers for the purpose of meeting business objectives

40% - Be responsible for determining and negotiating reasonable pricing, favorable terms, volume discounts and long-term contracts with suppliers in line with industry standards. This includes but is not necessarily limited to:

  • Processing requisitions and preparing purchase orders and change orders for the procurement of goods, services, equipment, software, etc.
  • Developing and implementing strategies for cost reduction, supplier consolidation, quality improvements, service delivery improvements and process efficiencies
  • Working with multiple departments and stakeholders across the AR enterprise to understand their procurement needs

Knowledge of:

  • Mathematical principles and basic accounting principles and practices
  • Oracle Business Intelligence Enterprise Edition (OBIEE)
  • Office procedures and equipment, including Microsoft Office Suite, particularly intermediate to advanced MS Excel skills
  • Computer systems (e.g., Oracle P2P)and applicable software applications to prepare spreadsheets, reports, statistical data, and correspondence
  • Assigned products and services, including sources of supply, markets, price trends, grades, and qualities
  • Applicable business practices relating to the purchase, pricing, terms, shipment, taxes, and payment for products and services
  • Safety rules and regulations
  • Purchasing principles, procedures, and terminology
  • Sources of materials, supplies, and services

Ability to:

  • Evaluate quality and price of products and judge suitability of goods and alternatives offered
  • Maintain accurate records and controls
  • Understand applicable purchasing policies and procedures
  • Communicate clearly and concisely, both orally and in writing
  • Establish and maintain cooperative working relationships with those contacted in the course of work
  • Develop and execute plans and strategies
  • Operate computer systems and related software
  • Serve as liaison between stakeholders and suppliers


Requires a Bachelor's degree in an appropriate discipline and 3 years of related experience (or an equivalent combination of education and experience).


US Citizenship required. Must also be able to satisfy federal government requirements for access to government information, and having dual citizenship may preclude you from being able to meet this requirement.


Work Environment and Physical Requirements:

Employees in these positions must possess mobility to work in a standard office setting and to use standard office equipment, including a computer; stamina to sit and to maintain attention to detail despite interruptions; may occasionally lift/carry/push/pull up to 15 pounds; may require minimal walking, climbing, stooping, crouching, and/or bending; and vision to read printed materials and a computer screen, and hearing and speech to communicate in person and over the telephone. May require the ability to travel by air or auto. May require the use of personal protective equipment such as safety glasses, safety shoes, and shop coat. These positions may be expected to work varying shifts and hours to ensure successful operation of activities in the organization.
