    We are currently seeking a Manager to join our Security team in Canoga Park, California.

     

    The Security Manager plans, schedules, supervises, and organizes all activities involved in implementing and managing a comprehensive industrial security program for the company; typically through second-level managers and/or exempt specialists. This position is responsible for all projects assigned to the organizational group such as ensuring security compliance, interpreting government and company policy to ensure compliance, providing security guidance to management and developing countermeasures to threat information.

    Essential Job Functions (Including % of Time for Each)

    60% - Manages and administers the overall security program for the facility. Directly manages and supervises the Industrial Security Office and Plant Protection functions. Acts as the Facility Security Officer (FSO), as well as liaison with Government Security Agencies, such as DSS, FBI, OSI, DCMA, DCAA and local Law Enforcement Agencies. Establishes security policies and procedures in accordance with the National Industrial Security Program (NISP), corporate policies and customer requirements. Plans and controls security resource allocations for efficient departmental operations and productivity. Manages and controls the departmental budget and performs all personnel actions. Manages and supervises Information Security, Physical Security and Personnel Security program. Manages and supervises the following functions: document control, providing personnel and visitor clearances, security inspections and consultation on major security precautions or concerning classification management.  Establishes and maintains Contract Security Classification Specification (DD Form 254) for classified subcontracts with coordination and support from Contracts and Program Management. If applicable to site or facility, this security manager ensures security compliance with all aspects of Department of Homeland Security (DHS) Chemical Facility Anti-Terrorism Standards (CFATS) attaining at least a Satisfactory on annual DHS inspections.

     

    30% - Provides direction to subordinates and company employees on established policies and procedures. Contacts are with immediate supervisor/management and other personnel in the section along with intra-organizational, inter-organizational, and outside Aerojet contacts. Interprets and executes policies that affect company employees, as well as tenants and contractors. Develops and ensures adherence to policies and procedures in accordance with contractual and facility requirements.  Coordinates the selection, purchase, installation and maintenance of security-related equipment. Performs short and long-range planning for assigned functional areas and implements approved plans. May serve as Capital Program Manager for the installation of industrial security equipment.

     

    5% - Acts as COMSEC Custodian and maintains facilities COMSEC account in accordance with National Security Agency requirements. Provides security guidance and direction to off-site facilities and monitors compliance with established procedures. 

     

    5% - Supports Director, Security and Corporate Security on compiling, maintaining, and monitoring statistical reports in support of corporate security and special access programs. May participate in briefings and technical meetings for internal and external representatives concerning specific and/or organizational projects or operations.

     

    SECONDARY FUNCTIONS: Other duties as assigned.

    Requirements

    Requires a Bachelor's degree in an appropriate discipline and nine (9) years of progressively responsible experience in a directly related field, or an equivalent combination of education and experience. Must have demonstrated supervisory skills, including the ability to plan, organize, coordinate, direct and control the activities of the assigned organization. Must have the ability to analyze complex security problems and provide focused solutions to accomplish program objectives. Strong verbal and written communication skills are needed as this individual will interface with all levels of management and maintain liaison with Government, prime, and subcontractor organizations. Requires the ability to develop and communicate effective written plans, procedures, and instructions.

     

    Must be willing and able to travel approximately 5% of the time.

     

    Must be able to obtain and maintain a U.S. Security Clearance at the appropriate level (requires U.S. Citizenship). Must be able to obtain and maintain a Department of Defense Top Secret Security Clearance, meet requirements for access to classified information. Must be able to satisfy federal government requirements for access to government information. Having dual citizenship may preclude you from being able to meet this requirement.

      

    Desirable Qualifications:

    1.  Certified Facility Security Officer (FSO); Strong working knowledge of DoD 5220.22-M (NISPOM), experience managing industrial security programs, and application pf operational security methodology is essential. Familiarity with Intelligence Community Directives, and Special Access Program policy is a plus.

    2.  Military or Civilian Law Enforcement experience preferred.

    3.  Strong working knowledge of Windows based computer environments and Microsoft Office productivity software.

     

    Work Environment/Physical Requirements:

    The work environment may require a combination of indoor and outdoor activity (hot, cold, wet, humid conditions) with a varied amount of walking, standing, sitting, climbing (i.e. ladders, stair, scaffolding, ramps), balance (maintaining body equilibrium to prevent falling when walking, standing, or crouching on narrow, slippery, or erratically moving surfaces), bending, reaching, handling/fingering (seizing, holding, grasping, turning picking, pinching), stooping, kneeling, crouching and ability to lift/carry/push/pull up to 50 pounds. While performing the duties of this job, employees may work around variable noise levels. May require the use of personal protective equipment such as safety glasses, safety shoes, and shop coat.   May also be required to work in a standard office setting and to use standard office equipment, including a computer.  Ability to distinguish colors may also be necessary. Some employees may be required to drive between various locations within the Company facility or between locations.   May require the ability to travel by air or auto. These positions may be expected to work varying shifts and hours to ensure successful operation of activities in the organization.
