We are seeking a Manager of Test Operations to join our facility in West Palm Beach, Florida. This position is responsible for the management of space propulsion mechanics and electricians, and subsequent daily operation of the West Palm Beach cryogenic rocket engine test facilities and support infrastructure. The Test Manager is responsible for meeting the test objectives in support of development and production rocket engine programs, while maintaining the highest level of safety, quality, and equipment reliability.
This position may be filled at the level posted or at the next higher level.
The essential job functions include:
70% - Manage and direct a diverse and multifaceted bargaining unit team specializing in rocket test operations dedicated to engine integration, test setups, checkout activities, hot fire testing, facility maintenance, and removal of test articles. Manage and direct the team for additional duties supporting propellant ordering, offloading, and pumping operations, as well as major maintenance.
10% - Conduct necessary performance management, coordination, and administrative details in support of critical skills development, resource prioritization, and overtime personnel scheduling; conduct necessary managerial related tasks to maintain bargaining unit contractual obligations.
10% - Develop and manage capital improvement projects, contractor coordination and training in Process Safety Management, and support Work Instruction and LOTO technical reviews.
10%- Responsible for Tier 1 and 6S audits, JHA’s, oversight of safe work practices, FOE and stamp warranty compliance, and conduct daily shift turnover meetings across two shifts.
Requires a Bachelor’s degree in an appropriate Engineering discipline (mechanical, electrical, or aerospace) and 7 years of related experience or an equivalent combination of education and experience. Knowledge and experience of complex test or equivalent plant/facility operations which employ hydraulic systems, vacuum systems, boiler/steam thermal control processes, and management of high volume maintenance PM scheduling, prioritizing, and completion metrics would be ideal.
Proven ability to lead, effectively communicate, and successfully develop a team is a must.
Requires U.S. Citizenship. Must be able to satisfy federal government requirements for access to government information. Having dual citizenship may preclude you from being able to meet this requirement.
Working Environment/Physical Requirements:
Daily work area will be around hazardous rocket propellants and other chemicals. The work environment includes high pressure gases, cryogenic liquids, heavy rotating machinery, multiple vacuum systems. This position will require a combination of indoor and outdoor activity (hot, cold, wet, humid conditions) with a varied amount of walking, standing, sitting, climbing (i.e. ladders, stair, scaffolding, ramps), balance (maintaining body equilibrium to prevent falling when walking, standing, or crouching on narrow, slippery, or erratically moving surfaces), bending, reaching, handling/fingering (seizing, holding, grasping, turning picking, pinching), stooping, kneeling, crouching and ability to lift/carry/push/pull up to 50 pounds. While performing the duties of this job, employees may work around variable noise levels. May require the use of personal protective equipment such as safety glasses, safety shoes, and shop coat. May also be required to work in a standard office setting and to use standard office equipment, including a computer. Ability to distinguish colors may also be necessary. May require the ability to travel by air or auto. These positions may be expected to work varying shifts and hours to ensure successful operation of activities in the organization.
