    We are seeking a Capture and Proposals Analyst to work out of our Huntsville, Alabama Defense Business Unit facility.


    This position reports to the Senior Manager, Proposal Development (Huntsville center manager).


    Essential Job Functions (Including % of Time for Each)

    Majority of proposals supported will be for solicitations from U.S. Government (USG) agencies and Prime contractors (e.g., Boeing, NGC, LM), with some Requests for Information, white papers and occasional commercial solicitations.


    (25%) Proposal Planning & Preparation: This position proactively interfaces with the capture manager to effectively transfer proposal-relevant capture plan information (e.g., proposal strategy, win themes, discriminators, ghosting opportunities, etc.) to the proposal manager and team. The Analyst coordinates with the proposal manager and needed Subject Matter Experts to ensure that the information is correct and complete before the proposal kickoff meeting. The Analyst coordinates assignment of proposal war rooms; prepares proposal server work folders and requests access for proposal team members; reviews solicitations and attachments to extract proposal instructions/requirements and provide analyses; shreds the solicitation and attachments to develop compliance matrices; develops solicitation-compliant annotated outlines; provides schedule templates and draft proposal development schedules to the proposal manager; and researches and provides requested proposal reuse content. The Analyst supports the proposal manager in preparing documents and materials for the proposal kickoff meeting, where the Analyst presents proposal process/instructions.


    (60%) Proposal Development: The Analyst proactively supports the proposal manager and team during the development and production of high quality, fully-compliant proposals, submitted on-time. The individual will be required to periodically provide cross-BU/cross-site proposal support.


    Typical support responsibilities for U.S. Federal proposals include: supporting and proactively contributing to daily tag-up meetings; providing process guidance and compliance recommendations, training and hands-on support to the proposal manager and team during proposal development; supporting the storyboarding/first draft process and Pink Team reviews; improving proposal content responsiveness and quality; coordinating/statusing development of graphics work and author content through graphic artists and proposal technical publications; providing process guidance and supporting final proposal Red Team Review; performing final, comprehensive proposal editing; working with capture or proposal managers to develop primary and backup delivery plans/details; coordinating final proposal hardcopy/CD production and performing book/file checks; and coordinating with the Contracts organization for timely electronic submittal or with Supply Chain for package shipments to support timely delivery.


    (15%) Post-Proposal, Administrative, Process Improvement, Miscellaneous: The Analyst will coordinate and support post-proposal lessons learned exercises; document and maintain proposal health metrics to assess/improve proposal development effectiveness; issue surveys to assess customer satisfaction; implement approved proposal best practices; support proposal process improvement initiatives; attend and contribute at proposal development team meetings/group training; support proposal templates and standards implementation; contribute to overall department objectives; complete required employee administrative duties (e.g., time keeping, charge approval requests, required training); communicate and provide timely reports to Proposal Development management; and coordinate to stay current in proposal professional practices.


    Bachelor's degree, preferably in appropriate relatable discipline, and a minimum of three (3) years of experience providing strong proposal process support for high-tech U.S. Federal proposals.


    US Citizenship required. Must be able to obtain and maintain a U.S. Security Clearance at the appropriate level (U.S. Citizenship required). Must also be able to satisfy federal government requirements for access to government information, and having dual citizenship may preclude you from being able to meet this requirement.


    Additional Requirements:

    • Strong written and verbal communications skills; proactive and self-motivated.
    • Must be able to work independently, as well as work effectively with physically-present and virtual teams and support unanticipated customers/requests in a high demand, deadline-driven environment.
    • Proficient using MS Word, PowerPoint and Excel.
    • Demonstrated ability to support (often simultaneous) proposals and assignments; meet strict deadlines and be quality and detail-oriented.
    • Demonstrated ability to comply with complex solicitation requirements.
    • Cognizant of U.S. Federal Acquisition Regulations (FAR), as they pertain to proposals.
    • Personality and interpersonal skills that “fit” into company and departmental culture; ability to acclimate and develop rapport with management, team members and customers/stakeholders.

    Desired Qualifications:

    • Graduate degree in a discipline that is relevant.
    • Demonstrated experience and capabilities in supporting and completing proposal process improvement initiatives.
    • Possess an active DoD Secret Clearance, or the same deactivated clearance that is eligible to be reactivated quickly and with ease.
    • Proposal experience in aerospace or defense industries.
    • Completion of relevant Shipley Associates, or similar, proposal-related training.
    • Any level of proposal professional certification from the Association of Proposal Management Professionals (APMP) and/or relevant training such as Shipley & Associates, SM&A, etc.
    • Prior experience maintaining proposal metrics, administering lessons learned and customer surveys, and implementing proposal best practices.


    Work Environment and Physical Requirements:

    Employees in these positions must possess mobility to work in a standard office setting and to use standard office equipment, including a computer; stamina to sit and to maintain attention to detail despite interruptions; may occasionally lift/carry/push/pull up to 15 pounds; may require minimal walking, climbing, stooping, crouching, and/or bending; and vision to read printed materials and a computer screen, and hearing and speech to communicate in person and over the telephone. May require the ability to travel by air or auto. May require the use of personal protective equipment, such as safety glasses, safety shoes, and shop coat. These positions may be expected to work varying shifts and hours to ensure successful operation of activities in the organization.
