The Business Analyst should have the following knowledge base: - Earned Value Management; - Cost accounting, general ledger, and command media; - Governmental accounting methods, procedures, and budgeting requirements; - Principles of business management, including office methods and procedures; - Computer systems and applicable software; - Manufacturing Resource Planning (MRP) and Enterprise Resource Planning (ERP); - Budget development and control, forward pricing and performance measurement systems. And the ability to: - Utilize Earned Value Management techniques to monitor program performance; - Evaluate, prioritize, and categorize data in various forms and formats; - Effectively coordinate schedules and work flow; - Apply general accounting and auditing principles and procedures; - Perform mathematical calculations; - Communicate effectively both verbally and in writing, including preparing comprehensive, clear and concise accounting and variance reports and financial statements; - Analyze data and draw sound conclusions; - Utilize metrics associated with management best practices; - Apply financial practices and processes to develop and justify budget and forecast, prepare and monitor organizational financial requirements; - Work collaboratively with team members from internal and external organizations in the achievement of common goals; - Establish and maintain effective working relationships; - Use a variety of computer systems to prepare reports and documents; - Operate in a team environment.   This position may be filled at this level as posted or one level higher.
